which film school offers the best quality and hands on approach to learning in the world?

It depends on the money you have for education etc. Many of the greats came from the universities and colleges like the ones linked above. I personally stay away from busy L.A., CA. since I lived there for over 20 yearsdabbling in the film industry. Its a Dog Eat Dog Business.
You can find a job or serve an internship to get your hands dirty right away. You can produce shows for Public TV right away too.
Each TV station has to have Public TV supported education classes in LA, California by law. I served an internship with Time Warner.
