Do men approach women in an unscheduled social encounter and arrange a date?

For example, if I was in a train station and I saw a woman I liked. Would it be acceptable for me to approach her, say hi and ask her out? Is this common? Or can dates only be arranged at specific venues like nightclubs or social functions?
