Hi, Is it necessary to approach a licensed architect for approval of drawings by an authority?
If I have the architectural drawings for construction, does it have to be legally approved by architect or I can approach to the local authority by myself and get it approved? What are the usual fees for approval? What are the other stages of approval of drawings and fees charged for it?
I don’t know what country you live in, but you do not need to pay a licensed architect to sign off on your drawings.
Your local building permit office will approve the plans or not. The fees for submitting your plans depend on your locality, each has its own particular ordinances and procedures. Go down and ask.
Normally what happens is you get a set of plans from an architect, engineer or design-build firm or even download them from the net. Then your contractor goes down to the permit office and submits them for approval. The contractor wil be familiar with all your local procedures and fees etc.
If you plan on being your own contractor, you will have to pull the permits yourself. This is not as hard as it sounds, but it does take some patience.

I’m not really familiar with this, but I suggest going to a professional because the person is more willing to accept it if a professional has seen and edited/approved it.
